The Acetyls Business Unit is one of the business units making up the Petrochemicals Strategic Performance Unit, within the Downstream Segment. It is a business engaged in the entire value chain from manufacturing through to marketing and sales. The Acetyls BU is one of the world´s leading manufacturers of acetic acid and its derivatives, and owns & deploys its leading technology in Europe, Asia and US.

BP Hull Site is the European manufacturing facility for the Acetyls Business Unit and is of significant strategic importance to the Global Business, with a focus on Manufacturing Petrochemicals as well as Research & Technology.

The European Acetyls market is forecast to grow steadily over the next few years and the business is committed to a growth agenda to capture a substantial portion of this market growth. Our core product range is Acetic Acid and Acetic Anhydride.

Key accountabilities

As the Cost Controller you will need to:

  • Interface with the Procurement function and asset representatives to ensure that Hull Site contracts are structured to deliver best value for the Site through Supplier Performance Management (SPM). Develop methods and measures to benchmark contractor performance and establish KPI’s within the key contracts
  • Carry out all aspects of administering Maintenance Services in support of the Maintenance Superintendent and Chemicals Park supply contracts in line with contractual arrangements and pro-actively manage those contracts to deliver maximum value to BP
  • Have strong links with the Systems team members to ensure contract mechanisms, workflow and IT systems work hand in hand. Ensure any changes are supported by rigorous change control
  • Approve the valuation files to be loaded as “bulk service entry sheets” for any contracts which use this charging mechanism. Network with the Operations and Engineering teams to agree a level of sign off for this valuation file prior to loading
  • Provide assurance on all aspects of third party expenditure relating to maintenance, TAR’s and major capital events
  • Monitor and review actual expenditure and commitment against estimates, budgets and work done for all TAR’s
  • Promote active cost forecasting, control and management within the site’s project and maintenance teams
  • Provide complete Cost Engineering service for TARs including budget assistance, building and maintaining controlled estimate, contract administration on all major third party contracts, agreement and monitoring of target cost, final cost forecasting and tracking and agreeing all final actual costs, including their reflection in the system at a level of granularity which supports equipment level detail on total cost to maintain
  • Provide commercial support and assurance to Maintenance Superintendent on Term Sheets related to services supplied by the Site Interface owner of the Saltend Chemicals Park
  • Develop and oversee charging mechanisms where required
  • Assist Procurement, Maintenance and Engineering in resolution of commercial issues and claims raised across site
  • Temporary labour SAP for site, holding the key links with temporary labour agencies and fieldglass
  • Coordinate and consolidate monthly cost reporting;
  • Work with key stakeholders to forecast spend in support of GFO submissions
  • Put in place processes and procedures to ensure dealings with 3rd parties during execution does not leave BP open to cost leakage. Train and coach end users as to these requirements, and audit compliance
  • Be accountable for monitoring compliance with these processes and adopting Continuous Improvement to improve where required
  • Work closely with Estimator to compare planned/actual costs for common activity sets, to promote a learning organisation
  • Succession planning for a unique and difficult to source skill set throughout the team
  • Network with the wider BP Procurement functions and Project Services teams
  • Ensuring compliance with HSSE standards and expectations set through the BP group, and fostering a “Believe in Zero” culture
  • Lead by example as a role model for BP´s leadership values and behaviours, fostering the development of a diverse and inclusive environment, with a strong ´speak up´ safety and operating culture
  • Work across and with different team including Engineering, Finance and Procurement with defining the parameters for supply of resource, equipment and services required on site, and deliver contracts that provide those requirements and establish charging and audit/assurance mechanisms for 3rd party service expenditure across R&M, Inspection, Projects and TAR
Essential Education
  • Qualifications in cost engineering and/or Quantity Surveying
Essential experience and job requirements
  • Experience with cost engineering and Quantity Surveying (QS) activities in R&M/Projects/TAR roles within the Petrochemical or Refining industries
  • Skilled in Contractor Performance management, with a detailed appreciation and understanding of the interlinks between cost engineering, estimating and planning/scheduling activities
  • Able to understand how processes and procedures work in the field
  • Change leader and innovative
  • Excellent networking skills to engage team with the broader Petchems and S&OR functions
  • Fosters the development of partnerships with other departments and functions
  • Ability to balance conflicting demands in a continuously developing environment

Desirable criteria & qualifications
  • Detailed knowledge of Hull site’s processes, systems and procedures is seen as advantageous but not essential
  • Project Cost Estimating experience desirable
  • Experience in cost engineering,
  • Good knowledge in types of contracts & contract administration (pre & post award)
  • An understanding of project controls (estimating, planning & cost control) & their interfaces
