Commercial Contract Management Lead - P&fm

This is an exciting time for HMRC and Commercial as we undertake a programme of radical transformations across HMRC, including Estates and IT. Our Estates transformation alone is probably one of the biggest and most complex of its type anywhere in Europe.

Commercial Directorate is also undergoing transformation and is in the process of creating and implementing a new operating model. Building commercial capability and recruiting additional staff are at the heart of this transformation.

Commercial Directorate is responsible for, or has influence over, all commercial arrangements relating to HMRC’s £1.5 billion annual external spend.

We provide a comprehensive commercial service from sourcing every day commodities to complex procurements for innovative solutions to enable HMRC to deliver its business effectively.

To achieve these strategic aims, HMRC Commercial Directorate is looking to recruit a talented and experienced Commercial Contract Management Lead to be a key member of the Property & FM Commercial Contract Management Team.

Our suppliers play a key role in helping us deliver our services to taxpayers and achieving HMRC’s strategic objectives. By working effectively with our suppliers, we can deliver real benefit to the taxpayer.

To ensure our suppliers and contracts are managed proactively to reduce risk and maximise value, as part of our new Target Operating Model we have created a discrete and dedicated function, Commercial Contract Management. The Commercial Contract Management team will be responsible for the commercial management of contracts post contract award, including contractual deliverables, and obligations, opportunities and risks.

Reporting to the Assistant Director, the Contract Management Lead will deliver end-to-end contract management processes for a range of goods/services/assets.

Accountabilities:
Strategic Delivery

• Work as part of a Wider Leadership Team to implement the strategic direction of commercial contract management across the Department
Commercial Contract Management (CCM)

• Leadership and management of a CCM team

• Development of influential relationships with stakeholders and external suppliers on key procurements and contract management activities

• Deliver CCM in line with the Department’s methodologies and framework, complying with government procurement policies
Operational Delivery

• Implement, and assure repeatable processes for effective delivery of CCM

• Support the business in the effective delivery of operational management of suppliers

• Ensure the risk management framework is in place for the suppliers under your control

Leading and Developing People

• Proactively lead and motivate a team, setting clear direction and support to maximise quality and productivity

• Actively and consistently manage performance and attendance using departmental systems, recognising achievement while addressing unsatisfactory performance, attendance and behaviours.

• Ensure effective Health and Safety, Equality and Diversity commitments operate within own area

Essential Criteria

• Significant commercial experience in a similar organisation

• Experience of contract management strategies and processes, including delivering efficiencies and cost reduction programmes.

• Ability to build and maintain good working relationships with key internal and external stakeholders

• Excellent industry/market insight and knowledge across a range of sectors.

• Experience of negotiating commercial terms with suppliers and driving value for money is key.

• Good interpersonal and communication skills.

Ideally you will be MCIPS/IACCM qualified, although this is not essential provided you can demonstrate you meet our requirements.

Core Competencies:
All of the competencies at Level 4 (Grade 7 & 6 or equivalent) will be relevant to the role from the Civil Service Competency Framework. In addition, all Civil Servants are expected to carry out their role with dedication in line with the standards of behaviour set out in the Civil Service Code and the key characteristics highlighted within the Civil Service Leadership Statement.

The Government Commercial Function People Standards for an Associate Commercial Specialist are relevant for this role. As a minimum this should include the full range of attributes for Section A (Judgment & Leadership) and those relevant to the specific role from within the areas in Section B (Expertise), as well as an understanding of the remaining Commercial Life Cycle areas. The key requirements for these roles, and which will be used in the selection process, are detailed on our recruitment partner´s site.

Whilst no specific qualifications are essential, with significant relevant commercial experience being the key requirement, commercial ones (e.g. MCIPS) are desirable.
